President of Ukraine Volodymyr Zelensky proposes to dismiss People’s Deputy of Ukraine ahead of schedule if the court establishes the fact of "piano voting", that is, casting a vote for other deputies in their absence, as well of skipping work without valid reasons for a third of plenary sessions or committee meetings. Bill No. 1027 "On Amendments to Article 81 of the Constitution of Ukraine (regarding Additional Grounds for the Early Termination of Authority of a People’s Deputy of Ukraine)," submitted by President Zelensky, was registered in Parliament on Aug 29, determined by the head of state as urgent. The bill proposes to enhance the list of grounds and certain elements of the mechanism for early termination of powers of people's deputies of Ukraine.

It was determined the powers of an MP who decided to resign shall be terminated once they announce a relvant statement at a plenary meeting of the Verkhovna Rada. New grounds for the early termination of MPs' powers have been added. In particular, it's when a court establishes the fact of piano voting, that is, when MPs vote for other deputies in their absence or give other deputies an opportunity to do so in their own absence, from the moment the court ruling comes into force.

Besides, it is proposed that the powers be terminated if a deputy is absent without good reason at one-third of the plenary meetings of the Verkhovna Rada of Ukraine and/or meetings of the Verkhovna Rada committee, of which they are a member, within regular session. In this case, powers shall be terminated by decision of the Supreme Court. Also, in the event of the death of a people's deputy of Ukraine, their authority ceases from the day of death, certified by a death certificate, without the need for Parliament to pass a relevant decision. In addition, it is also proposed to establish that by the decision of the Supreme Court they, MPs will be deprived their mandates for combining legislative work with other types of activities. If an MP loses Ukrainian citizenship or moves abroad for permanent residence, their authority shall be ceased from the moment a decision is taken by the Verkhovna Rada of Ukraine.
